plastic pawls broken no start
remove black cover with 4 screws Then remove 2 long and 1 short screw of pull cord housing Then 4 longer screws that house cover over pawl Hold shaft with vise grip or channel lock pliers then with another set of plier turn off old pawl to the left Nut is welded on so don't use the nut easier to install
