This is the spring that mounts the handle bar to the cylinder. Does this come with the bolt already captive on the spring? The bolt that attached my handle to my cylinder was cross threaded and I had to cut the spring off to get the bolt off because the plastic cap wouldnt come off. So is the bolt captive with the spring when shipped?
