This is a genuine OEM replacement part, it is sold individually. By pressing on the Purge Bulb, it will force fuel into the fuel line from the fuel tank into the carburetor. Once the carburetor is full of fuel, the excess fuel will be purged back into the tank in the fuel return line. Over time the primer will lose its elasticity or crack and need to be replaced. The fuel filter cleans the fuel before making its way to the carburetor, thus preventing build up. If this flow of fuel is blocked, this will cause issues with starting the engine. Luckily, this common maintenance task is very quick and easy to do, and should be done annually, if not more depending on usage. You will start by draining the fuel tank and removing the spark plug.
