This is an OEM random orbit belt, also known as a clutch belt. This part is the mechanism that stops the pad from continuing to spin once it has been removed from the surface you are working on. If this belt is busted, the pad will spin uncontrollably when removed from your work piece. When the pads are turning fast like this, it could easily damage the wood you are working on. Caused by temperature exceeding O-ring capacity. • The O-ring is covered in small surface cracks. Caused by exposure to ozone, UV rays, and air pollution. Excessive seal stretching (greater than 5%) causes similar cracking.
