The valve to one of the burners could not be turned on.
I removed all the handles from the burner valves and set them aside. I took the grates off of the top of the range and removed the Phillip head screws that were holding the valve cover on. Then I opened the upper oven door and removed the Phillip head screws from the bottom of the valve cover. I made sure the gas had been shut off to the range and removed the faulty valve. Once I replaced the valve I turned the gas on and tested for leaks with soapy water on the new valve attachments. Once I knew it was not leaking, I replaced the valve cover. I replaced the knobs and the job was done. It works like new. It turned out that the faulty valve had corroded for some reason when I took it apart to do failure analysis. Possibly from moisture in the gas supply.

Seized valve
1. Hold Start for 5 sec to turn off controls and gas. 2. Remove control knobs and cover - 3 screws on top and 3 below. 3. Once cover is removed, remove the foam cover and the electronic start and then the front and rear support plates. There are 4 screws holding each plate - I think. 4. Once the plates are removed, the support cla mp holding the valve is removed (1 screw) and then a wrench (13 mm) is used to loosen the connection to the gas line and separate it with your fingers. 5. The valve can then be removed and the new one installed. 6. Re-install the clamp and the gas line. Do not use teflon tape - the compression fitting will make a gas tight seal. Tighten the gas line with your finger. 7. Once the valve is installed and tightened, then the gas line can be tightened with a wrench. 8. Test to make certain that the fit is gas tight by unlocking the range. Hold Start for 5 sec. It will ask you to make certain that all of the knobs are in the off position. Press Start if correct. Smell around the fitting to make certain there is no leak. If you smell gas, then tighten the fitting further. If OK, then reinstall the remaining parts. (All of the screws are Philip type.)
