This part is found on the left or right side of the inner tub that your rack will roll on. Sold individually.

This silverware basket handle is sold separately from the silverware basket.

UPDATE: As per Manufacturer - this rack is just the bare dishrack. Nothing included - must order wheels, fold-away tine latches and fold-away tine clips separately. These extra parts are NOT included with the rack.
