Is this the part that creates heat on the surface between the freezer and the fridge?

Hi Nanette, Thank you for your question. This is the defrost heater that the defrosts the evaporator coils found behind the freezer wall. The compressor and sealed system of your refrigerator, will circulate warm refrigerant around the front edge of the freezer and the fresh food compartments to help prevent condensation on the outside of the refrigerator. Apartment manager here. I have one fridge that gets VERY hot to the touch on the front metal surface between the freezer and refrigerator compartments. Research leads me to believe this is a faulty mullion heater. Is this correct? Can it be repaired/replaced? If so, how?
