There was a leak from water valve and the hot coil was bad.
The water inlet valve was replaced without much difficulty, but the hot coil would still not open. The problem was found to be in the temperature control board on the rotary switch. I found one of the triac switches was bad on the board so I replaced all three since they only cost .23 cents a piece. Shipping was expensive but they solved the problem, it turned out to be a lottery ticket day.
