clip that held adjustable rack wheel in place had snapped and upper rack was continually falling off the runner.
I checked carefully, from all sides and angles, where the part was to be positioned before I removed the existing broken part. The new part snapped easily into place.

Adjustable Rack Wheel Assembly failure
1. Unsnap existing Rack Wheel Assembly. 2. Remove rubber end stops from Rack Wheel Guide. 3. Roll wheel of new Rack Assembly into Guide. 4. Snap body of Wheel Rack Assembly onto the sides of the Rack where you removed the broken one. 5. Stand back and inspect work, you are done!

The wheel would become separated from the rack wheel assembly.
I removed the plastic ends from the steel track that the wheels run in. I then pulled the rack part way out leaving the rear wheels in the track with the front of the rack resting on the door. Rack height adjusters no longer stay in raised position
Remove the end stops from both upper roller tracks. Pull out upper rack and place upside down on counter. Push on locking tabs with two fingers and push up on the adjuster assembly. Twist the assembly slightly to get it out from between the two section of the rack. Reverse the procedure to install the adjusters.
