Are the plastic part under the Stainless Steel removable knob replaceable and for sale?

The inner circles of my control knobs seem to be covered by a clear plastic film. Is this a permanent protective cover or should it have been removed at time of installation? The inner circle of my control knobs have become cloudy and cannot be cleaned.
