Would this be the main reason for tank not filling?

Compressor gets to cut out pressure shuts of compressor then exhaust pressure untill it gets down to cutin pressure then starts up again. I replaced pressure switch but it still does this.

Very simple. Took photos of the electrical hookups prior to removing the old pressure switch via mobile phone. Removed old pressure switch and then removed the safety valve and pressure meter from old switch and put them on the new pressure switch (teflon tape required). Put new switch on and added the electrical hookups. Job done. T
