Hi output burner never worked correctly. Burned unevenly and created soot.
So for years have been struggling with this burner. Technicians could not figure out the problem. Then one day, I noticed that the top cover did not sit properly on the burner. new burner and put it in and presto. The burner work properly for the first time since we bought the stove. So, check the burners and see if the top cover sits evenly on the burner.
