Removed old sparkless magneto, replaced with new part PS9278124 Magneto, and still no spark. The only conclusion that I can draw, is this magneto is defective,

no gas to carb
pulled off fuel pump cover ,cleaned surfaces. Applied gasket sealer and replaced fuel pump diaphragm.

Old diaphragm dried up
Tore carburetor off leaf blower and replaced. To do that require taking off the air cleaner removing the gas tank and all the brackets holding the controls on it.
