Wheels had come off and were broken
We ordered a whole new set for the lower rack and even though they were smaller than the original ones, we replaced them all and now the rack slides in and out of the dishwasher with ease!

Broken wheels on lower rack
A couple of lower rack wheels had fallen off, making it extremely difficult to roll the rack in and out. Putting on the new wheels was just a matter of popping them on and giving a sturdy push until they "clicked." Everything works perfectly now.
