Does the rubber band go around the top of the foam filter? Where does the vacuum bag attach to?

Hello Christa, thank you for reaching out. The rubber band is to secure the filter bag, it goes around it, and the vacuum bag goes around the foam filter. We hope this is what you were looking for.
