Replaced element but still won't heat
For model number lre3083st /01

my oven does ot heat beyond 365 degree F. I have replaced the bake element and the thermostat. Using a multimeter and tuning on bake the broil element works and cycle. The bake element always stays at 0 volts, It never cycles.
