This is a breather for your lawn equipment. The breather allows air to enter the fuel tank, but will not let the fuel or emissions escape. It is essentially a valve for your tank. This part is connected to the fuel line, and is made of plastic. Eventually this part will wear, depending on your usage. When that happens, you should replace it to avoid fuel and fuel emissions from leaking out of your machine.
